Develop an effective WR through strength and jumping?

He would have very mediocre speed and decent agility, but he would benefit by being able to catch in traffic and create after the catch. In an Anquan Boldin mold.

Has anyone created a guy similar to this and what were the results?

W.r's need speed. That's all there is to it. I tried this, it sucked. now I add speed every level. the more speed the better he gets. IMO.

He would have a hard time getting open, and probably wouldn't be able to break tackles often enough to make up for how slow he is.

If you want a very average WR, do this. #1 strength doesn't go up any when you level. #2 it doesn't help you catch the ball (see receiving TEs drop total) and it doesn't help you get open. If it's to catch the ball in traffic, I'll also tell you look at receiving TEs. A qb just doesn't throw to a covered man over an open man often. Also there is no proof that strength helps you catch in traffic and Bort already said carrying is the attribute that is needed to hold onto the ball after your player is hit. If it's to break tackles and get Yac, just compare a receiving TE YAC to a speed WR YAC.

There is no reason to build strength WR unless you are on a running team and it's strength and blocking. Regardless, look at the WR screen, a WR doesn't need high strength or blocking to block right now.

It pains me to say it, but I agree with UnderDogs. WRs need to have decent speed, even if you're not building a speedster I'd still recommend getting speed relatively high.

For curiosities sake, how much speed/agility did you have when you came to this conclusion that you couldn't be viable without speed?

Define mediocre speed and agility by putting an attribute number for each please.

48 speed, 48 agility with advanced equipment further boosting agility and jumping.

But if strength does really give you any real benefit, I guess there isn't any real point to the build.

I say try it. Get your speed and agility to the softcap and then add jumping then strength, you'll also need to softcap catching. If it doesn't work you can always add more speed and agility until it does, but it is going to be a long time commitment to see get all those things capped.

what are you expecting strength to do exactly? Carrying is the attribute that allows you to hang on to the ball while getting hit.

if you are worried about getting hit then add speed and agility so you can avoid that!
