There is no best way, it all depends on your team, your tactics, your opponent and your opponent's tactics.

You could try throwing more short/medium passes or leaving the FB and/or TE in as extra pass blockers. You could also ask your linemen to change their tactics to +pass/-run if you expect you will be passing a lot. You could get your QB more agility/speed to help him step up in the pocket to avoid pressure. If you can spot areas the other team likes to blitz from in certain situations you can try to take advantage of it by passing to the receiver the blitzing defender would normally be covering.

You could try putting points into Turn Shoulder if you want, but I am not sure you will see much return on that investment for a while, if ever.

take line, running the ball and AI changes out of equation, I think agility is the attribute that helps the most. I just can't tell if Turn Shoulder does anything.

Also I think vision plays a part too. It seems like higher vision QB are more likely to move up in the pocket. It might be confidence as most builds I've seen with high vision

High vision QBs either see the rush coming sooner or are able to react to the pressure of being hurried and get through their receiver progressions fast enough to get rid of the ball before getting sacked.

best way is to have a great O-Line and if your a pocket guy i would guess be able to get the ball off fast to an open receiver.

if a scrambler ... see the 1st line hehe
