I think for a receiver your blocking is good enough. It is time to start training confidence though, 19 is gonna start to cause you problems. Levels will start to slow down, so I would concentrate on working spd/agil/cth to their next caps with all your SP.

You're never a reciever 100%, so don't neglect Blocking. Otherwise you're just going to get pancaked or pushed aside when blocking on a rush play.

Blocking can be worked around. Many teams have o-lineman play TE during set running plays and use the TE for passing plays. If he's not constantly, doing blocking then it's not as big of a factor.

As far as your build I'd consider higher catch. It definitely helps you reach more balls and turn many incompletions into catches. Also, higher catch will have your QB throwing more to you.
