It has a certain significance. It's the sum of a few key attributes. You can't say that someone is automatically good with a high bar of course, but if someone has a very low bar is probably not so great if they're supposed to be an elusive build. It only works one way, negation.

Speed and agility seem to be important.

Yeah bars don't mean a ton. I've got the same bar as tea Baggins. Balanced and power builds don't give high bars. I softcapped several attributes at first and am now pumping speed and agility. it just depends on your build.

Bort Baggins probably will be in the dark green by lv 30. :/
