Agility controls how fast you slow down. If you're moving very fast and need to stop and cut/change direction, you will take a long time to slow down. High agility relative to speed makes for a CB that can cut sharply and cover like a blanket.
The cookie cutter CB build (track star build) covers poorly.

If you want tons of INTs/PDs, go with more agility.
If you don't even want to get thrown at (shutdown), go with speed.
