That's what I would do. Your major attributes for a TE are catching, vision, strength, and blocking. What that means is that each of those attributes goes up by .5 every time you level up until level 22, where the level up bonus decreases by 25%. What a lot of people do is go for agility and speed right off the bat and bring them to the first cap, but I see that as a bad move. Agility and speed are each one of 6 minor attributes. A minor attribute for a TE only gains .166 for each level up until level 22. So, you're really not gaining much by bringing them to the first cap so early. In contrast, by brining catching and vision to the first cap right away, they're going to continue to gain .5 per level (which equates to a full skill point's worth each time between 48.07 and 60.51). Since speed and agility aren't making any significant gains anyway, why cap them early? It makes so much more sense to work on vision, catching, and even strength, potentially, before touching speed and/or agility.
I disagree with vision, although you can make a serious case for it. I had 30 vision up until this seasonwhen I capped it. It worked out well for my guy if you check his stats from previous seasons. I would cap strength/speed/catching/agility in that order.
