No, half of smooth operator works. There may not be penalties, but the fact that your CB will tug and hold the WR can only help. In fact, it is probably more useful now because there are no penalties.

ive been curious about that....it says you can play closer so i wonder if a high smooth operator could work like a press cover and play super tight

My bet would be it isnt working at the moment.

If Bort puts in the rest of the penalties for Season 7 it would probably be a good idea to invest in it now.
