There is a guy on my team with this level 23 WR build...
does anyone have a clue what he is going for here?

nope but i would imagine once he caps speed he will be decent enough. Why did you sign him?

Seems to be some kind of possession experimental build, possibly looking at the effectiveness of pancaking for a WR. Kinda odd but if you have a spot for him i'd certainly appreciate some data from you and him on how it works out.

needs pancake sa AE. would be a good build then for a single wing team (yes i know you can't run this in the game,).

Our owner just picked him up for this upcoming season. I haven't even put him into our depth chart yet, I was so shocked by the build. The most effective way I can see to use him is as a ball-carrying FB and run dive plays. Unfortunately I can't do this as none of our FBs can be moved out to WR.

At that level possibly not, CBs don't really work strength so he could quite easily build up a 40-50 strength advantage on the CBs he's facing, should give a fair few pancakes. Long term it's a flawed build, but short term gains could work.

What is this guys equipment in?

Don't count this guy out, if he can boost 3 times at the start of the season he will be your go to possession WR.

He can be an unstoppable possession guy in the 5-8 yard range if the following is done:

Boost 3 times use the 15 points to get catching to 45. Use next 2 level ups to soft cap catching and carrying. Switch all gear into catching. Do this and he'll easily shield off CBs or out muscle opponents for the ball, make sure he is in the short routes if possible. Tell him to avoid the speedster tree if at all possible. The weakness in his build currently is that he doesn't have enough speed to be a speedster and he doesn't have enough catching to catch in traffic. If he gets the catching up, he won't need the speed.

All of his equipment is in Strength.

If you take my advice, he'll be okay. He might even be okay otherwise, but I'm thinking he is going to have problems with CBs closing on him and disrupting the catch unless he can jack his catching up.

Too much strength and the WR pancakes the D-back, then the WR moves on to the next block. The D-back gets up and is unabated to the ball carrier.

He didn't build his player very effectively is what happened. If he wanted to have a very strong WR who breaks tackles (apparently his goal), he should've at least taken advantage of leveling bonuses WR's get from other stats first. Right now he's not fit for much, he won't be able to get open and has poor catching ability to get the ball in traffic.

Try asking him where he is going with the build. If he says he wants to take strength to 100 you may not want an experimental WR on your roster.
