CPU players are NEVER as good as human players of the same level. A level 20 CPU player is about equivalent to a level 15 human player. I am not sure how or why that is, but I know several owners who have told me that. When they started their teams they had some higher ranking CPU players, but quickly discovered that they were not that good. They replaced them with human players 4, 5, 6 levels lower and got better results.
So take a look at your roster and consider signing a human player to replace any CPU players you have, even if you go to a lower level human.
