Except for the QB Passing Bar (which is funky) the scouting bars only show changes in increments of 3. So yellow 39 is something between 37.5 (any less and it'd be yellow 36) and 39.9. Meanwhile, green 39 is 40.0 to 40.4 (any more and it's green 42)
Individual scouting bars have value - as long as you're knowledgeable enough to know what that value is.
For instance, if you're looking at a level 20 left tackle and you want to know if he can be beaten by your DE, you'd much rather see a 51 blocking bar than a 45 blocking bar, because blocking bar is primarily about strength and blocking - and if those are his two highest attributes, chances are he's going to give up a huge amount of sacks. He just doesn't have the skill points available to also have high agility.
