I understand that, but my point is the plays that are in the game right now are geared more towards pocket passers. You can't call a play where the QB is SUPPOSED to use his scrambling ability, all you can do is tell your QB to scramble more often and hope that it works out. From my experience it appears that for now scrambling mostly determines how often your QB will tuck the ball and run up the middle of the field to try and get a few yards when all his receivers are covered. That's fine but what I (and probably most other people) really want to see are plays where the QB gets out of the pocket right away instead whether or not his receivers are covered. The idea there would be that by leaving the pocket he might be able to help his receivers get open by getting defenders to step up to prevent the QB from getting a big gain outside. Of course if they don't move to cover the run then he can always rush.
If you really want to use a scrambler then you need to have access to plays with blocking schemes and pass routes that are designed to take advantage of having a mobile QB outside the pocket (Some play action passes wouldn't hurt either speaking of new pass plays). Until you have plays like that in the game I don't think you get a whole lot of benefit from looking at scrambling builds. A scrambler, in my opinion, is his most dangerous when he can run outside the box and THEN throw the ball, as it stand it appears to me that once the decision to scramble is made the QB is going to run the ball, not scramble around and look for an open man.
I think of it kind of like trying to figure out how to build an elusive back by looking at how they do in an offense without any sweeps or off-tackle runs, just inside carries. You can set him to elusive but being stuck inside most of the time you won't get a good look at his real strength, beating people to the outside where he has more space to work with. He might occasionally bounce one outside but you have no control over it.
