So I have a 26 FS with 68 speed and 55 vision. should i take the 6 CE point off vision and put them onto speed?

Just remove it from vision and watch two or three games to see if you miss it. Then maybe buy the speed but don't sell the vision yet. See how the player plays. THe level of play will tell you if it is worth the switch.
