I have a lvl 19 CB who is soft-capped in speed and agility. He has over 40 vision too. Is it the right time to start putting my SP's in SA's, or should I wait until I soft-cap agility.

I think its a good idea to wait till a CB ATLEAST has speed/agility/vision capped@48...If your plannign to bring speed/agility to 61, then I would always do that first.
After, Id train jumping while boosting SAs and once jumping was trained to 28-30 id begin raising that, then come back to SAs. For a CB their very helpful but jumping can magnify/supplement your abilities.

I'm not sure if I agree. It's a trade off between having a good player in the short/mid term, and having an absolute badass at later levels. IMO, the earlier you can 3rd-4th cap an attribute, the more potent your player will be when he gets to level 35+.

I see where you are coming from and to a certain extent I agree. It boils down to when your D needs you to step up. You can always go back and take a skill to the 68 cap later and lose out on a minimal natural increase in CB skills. I am not so sure that there is much of a difference in a CB with 70 speed and a CB with 80 speed.
