Is it possible to make a QB that is awesome at scrambling. Like a Vick type QB. Was just wondering because I hardly ever hear about them.

Not yet. Keep on training Speed and agility and Bort will fix it later.

that isn't scrambling that is rushing, and no rushing QBs suck since there is only 1 play and it's a qb draw.

Rushing QBs won't really work until there are more plays. I've been slow building a rushing QB but because of his speed he spent basically all his playing time on KR so I never really got to see his rushing ability, he did get 1 rush though which went for 17.5 yards and a KR TD. I've signed him to my own team to just train for the rest of this season and all of season 6, so he can join a capped team in season 7 with the hope that rushing QBs can be good by then.
