Personally, I'd remove any equipment from blocking and put it elsewhere (like strength). Blocking is a wasted stat on a FB, due to how the attribute works (at least from my experiences). Don't get me wrong, you should always soft cap it for the level increase bonuses, plus it might get adjusted in the future. Although, you're very rarely asked to sustain a block, you pretty much only need to drive people out of position and ~50 blocking is more than enough against LBs/DBs. Even then you only have to hold a block for a couple seconds tops.

Other than that, cap agility next, then you can cap vision or start to 2nd cap strength. I'd probably 2nd cap strength before vision though (since high vision still isn't totally working as intended). Specials could use a bit of love too, depending on your level.

I'm gonna hijack this for input on my slowbuilding blocking fullback. He's level 8, so give it time.
Strength: 61.5
Blocking: 20.5
Speed: 9
Tackling: 11.4
Agility: 19.5
Throwing: 8
Jumping: 8
Catching: 11.4
Stamina: 11.4
Carrying: 18.5
Vision: 11.4
Kicking: 9
Confidence: 11.4
Punting: 8
Just second capped strength last night. Current plan is to intense block/agility, cap blocking. Then intense speed/agility, cap agility. Then train speed/stamina, cap speed, and I think I'll be ready to contribute for a team.

don't cap bl;ocking...there is no use because all a Fb needs to do is just get in front of the guy and the HB will fly right past you.

Cap Strength to second cap.
then keep giving speed and agility even attention during level ups. Train stamina and carrying.

FBs take time to build. There are just too many damn atributes.

Capping blocking is a waste. Do not do it. just go 2cap strength, 1cap agility/speed, then give carrying and stamina some attention along with SAs when you get to level 24.

You will need stamina, so i would buy 4 level 1 equips and get 4 stamina points. Then, later on, when you want more strength or agility, you put 4 points into stamina...take equip out of stamina, and put to something you soft capped. YOu just got +4 of a soft capped attribute spending only 4 SP.

I'm going to cap blocking for passing plays. Fullbacks do more than just run block, and there are only 4 or 5 plays where they go out for a pass. Watch some replays when you have to pick up a blitzing linebacker, or when the tackle gets beat. You need blocking to be that 6th offensive lineman when the tight end is running routes.
Speed, agility, and stamina will be covered later on (again, slowbuild). Same reason is why I have no equipment.

Yeah, there are a handful of offensive plays that you are needed as a blocker. But count how many seconds you are blocking someone one on one before the pass gets off.

Blocking is overrated. I have a level 13 OT in an A league and he hasn't given up a sack because he has the agility to stay in front of a DE, and the strength to overpower him. Blocking for a FB is like tackling for a CB...or strength for a WR. Good, but don't overdo it.

What SAs are desirable at this point for FB? I haven't seen or heard too many positives about the FB blocking SAs.

Depends on your attributes. Some use strength, some use blocking and some use both. I like lead-block, strong-arm and pancake. The other two are meh. I have 3-5-3-4-5 atm and probably won't ever be putting another point in that tree. Instead, I'll be working on my rushing abilities, to be more of a Mike Alstott type (able to block effectively and can run the ball with decent success, more of a compliment role to the HBs).
