I'd say soft capped. Agility is the second most important attribute regardless if you are power or speed. Agility is obviously important for elusive backs, and they help get power backs to the outside easier and accelerate through holes.

obvious for elusive backs they break tackles with agility but for power backs, since there are so many broken tackles that will stop them still, agility will help you get to top speed faster.
