Or its since the teams arn't getting resold until the end of the season they arn't as big a cupcake.

To gety a cpu player like that, all you have to do is sell your team back to the game or make a trade that forces your roster under the 40 limit. Have it though, those high level players still play like crap and you pay them a lot of money to do it.
