Is it worth it to have it over 3 ? Does it really help the corner cover the Wr that much better?

Only thing it's really good for (as of now) is getting more points in shutdown coverage

smooth operator doesnt really do anything right now, its useless, but you'll have to use it to get points in Shutdown Coverage

I disagree. Just because there aren't penalties doesn't mean that this SA still isn't useful. This SA allows the CB to bump and hold the receiver. The fact that there aren't penalties actually makes it MORE useful, not less IMO.
