is it more important to have softcap catching or vison first? OR would it be better to hit the second cap of SPD and or AGL first? Just working a slow build with and curious on peoples thoughts.

Definitely more important for catching rather than vision.
Vision is important, but not to the point where you would soft cap it early.
Anyways, you can choose between soft cap speed or catching, then finish off the other.
That is, you're going to be a receiving TE.

I'd actually say strength, even for a receiving TE, before catching or vision. if you want to purely go receiving then I'd hit the second cap in speed. softcapping catching while slow building is overrated imo, other core stats will get you open/break tackles/prevent deflections, while a high catching won't necessaries lead to a significant decrease in drops

Although it would be hard to say what a "significant" decrease in drops is when you don't get the ball much.
