can fs a ss play cb well? like if u have lvl 13 ss or a lvl 6 cb who should play cb?

both SS and FS can play CB and do well...As long as their builds are accomodating to the position which any DB should be.

If the S has good speed, agility, and vision then he should be able to play CB well.

This. My safety often comes down into the nickel back position and swaps out at strong safety with someone else. However, the other two safeties on my team have far less agility and aren't capable of making the transition as smoothly.
