Note: because we're so early in the season, all the 2-0 teams are going to be ahead of all the 1-1 teams, etc. Unfortunately it's hard to tell who is a great team with one bad loss, and who is merely mediocre. 
2-0 teams
1) Island Shaka Brah's
Island Shaka Brah's have beaten two strong 1-1 teams convincingly, 59-17 and 39-3. They are also one of the highest leveled and rated teams in the West. After 2 games, they MUST be considered the frontrunner in the West.
2) Walla Walla Wackers
Walla Walla has also played two strong teams and won by convincing margins, albeit not as impressive as the Island Shaka Brah's. They may jump to #1 if they can handle the Tulsa Teamsters in a few hours.
3) LaCrosse River Rats
Despite the fact that LaCrosse River Rats could barely beat a terribly overrated French Lick team, they did beat the shit out of a terrible Smash Mouth Silverbacks team, so this seems like the appropriate spot.
4) Tulsa Teamsters
Tulsa have crushed two terrible teams by a combined total of 350-0. They've shown great offensive firepower and a solid D, but have not been tested. We'll know more after their game-of-the-week matchup with Walla Walla.
5) Fremont Warriors
Fremont has unfortunately not had much of a chance to prove themselves. They've played 2 teams with significantly lower ratings and have beaten them soundly, but no blowouts to write home about. Hopefully we see more from them this week against the Washington Blitz.
1-1 teams
6) French Lick Liquors
Lost a tight game to #3 LaCrosse, and then put a solid win over a decent team in Las Vegas despite their 0-2 record. Looking forward to their matchup with Washington in week 4.
7) Washington Blitz
Hard to hold their loss to the Shaka Brah's against them. Washington followed it up with a crushing defeat of Starkville, 159-0. The only reason they're behind French Lick is that French Lick's 0-2 opponent looks to be MUCH better than Starkville.
8) South Georgia Growl
Teams 8 9 and 10 are very difficult to tell apart and could be rearranged virtually on a whim. South Georgia managed to keep their game with Walla Walla somewhat competitive, a fairly impressive feat. They then crushed Rhode Island 167-9. It is on the strength of that performance offensively that they get the edge over Hobbs and Lone Star.
9) Hobbs Gerbil Wranglers
Both Hobbs and Lone Star have lost to an undefeated team and beaten the Chicago Shockers. Because Hobbs won more impressively (61-0 versus 45-10) and because Hobbs has a higher overall rating, they get the nod.
10) Lone Star Leopards
See #10 above.
11) Tulsa Doom
Tulsa is really a notch below the other 1-win teams. They are severely underleveled and only have a win by virtue of playing the mostly-CPU Starkville Cows. The French Lick Liquors are not looking forward to their game in a few hours.
0-2 teams
12) Las Vegas Villians
There are only two winless teams that are respectable. Las Vegas had the misfortune to schedule #5 Fremont and #6 French Lick in their first two weeks, and they managed to keep them from turning into 100+ blowouts. They will be certain to cure what ails them against Smash Mouth Silverbacks in a few hours.
13) Chicago Shockers
Like the Villians, the Shockers started with decent teams in #9 Hobbs and #10 Lone Star. Unfortunately, things don't get any easier. Hopefully they catch a bit of luck; otherwise, they may be looking at 0-6 as they head to Tulsa to face the #11 Doom.
14) Rhode Island Revolutionaries
Rhode Island has played 2 good teams, but they've been utterly crushed: combined score, 9-278. They will be probably 0-4 before they head to Tulsa to face #11 Doom, although I think they may be better than the Doom tbqh.
15) Starkville Cows
Both 15 and 16 are half-CPU and terrible. I'll give the Starkville Cows the nod on the basis of 12 human starters versus 8 human starters for the Smash Mouth Silverbacks.
16) Smash Mouth Silverbacks

They played a great game against us, and I think proved more than people who are just playing blowouts. These rankings are only based on 2 games so I don't expect them to be super accurate yet
