Has anyone tried this before, does it work. I am currently working on making a CB that has very high catching, I think it is 34 right now and he is Lvl 1, I will also put some points into jumping and vision, my goal is to try and get an extremely high number of interceptions.

One CB I swapped builds with had his catching up to the second cap. It wasn't really paying off for him (3-4 INT/season). He ended up retiring the dude. It would be interesting to see how well a high catching + high vision CB would do.

I tried it, he was lame. I soft capped catching, then got jumping and vision up, but it barely made a difference. I retired him.
I think if you really want an INT machine you'd need soft capped vision, at least 30 catching and about 10 in sticky hands.

And don't neglect jumping.

10 in sticky hands is fail. That's a huge waste of points.

Have you seen anyone with 8+ sticky hands?

The best thing to do is probably a speed build... The person on our team who gets the most interceptions is primarily speed. He can get faked, see the ball coming, and get in front of the receiver for an open shot at a pick before the WR even knows what the hell is going on.
