I wouldn't try building an offense around QB rushing until the Offense AI gets updated to be more in-depth like the Defense AI is. Right now the only called designed run play available to a QB is draw and it is FAR from the most effective way to run. A scrambling QB can still help your offense in other ways for sure, but his rushing yards are not likely to be a big enough factor that you would base an offense around calling QB runs.

If you had the ability to call other QB running plays like sneak or bootleg and the ability to specify the % of passes the QB rolls out you could expect to see their usefulness improve quite a bit. As it is now no matter what you set the QB is still much more likely to stay in the pocket where his speed and agility (and SAs like Demoralize) are not as useful. He might scramble for a few yards up the middle if he is pressured and can't find a receiver, but it is VERY rare he scrambles to the outside and makes a big play. Until you have more control over getting the QB to actually leave the pocket on command, pocket passers will have an advantage since the offense is designed primarily for them.

I just started one this year on the assumption that eventually they'll put in a few more plays than everybody will want scrambling QBs and I'll have one of the few higher level ones. I've hedged my bets a little by concentrating on things like vision that both types of QBs need and not buying SAs really. He's level 11. I have 3 power backs and it is amazing how their popularity changed this season. I have a feeling something similiar will happen with scramblers.

(not counting sacks) LOL ... yea thats huge....

i averaged 100 yards a season as QB.
this year just 1.5 yards total due to being sacked 31 times

been fun though with a new young team.
