I have a CB that's in line for one more level up before he boosts this season.

With the natural addition to Speed and Agility, he'll be at 70 and 50 respectively. Vision will be brought to 50 with the boost SPs.

How much speed would be ideal for me to add? Bring it up to 73 or so?

I think 70 is just fine. My fastest CB is only at an 75. Use those points towards jumping and tackling

If you're shutdown CB has enough speed, you can make great backside pursuit plays like this:

That's irrelevant. If that "shutdown" CB couldn't tackle then he wouldn't make that play.

My CB at level 19 is over 80 SPD, 60 AGI and 50 VIS and has a decent amount of points in his Shutdown tree. And he's the referenced CB in that replay. FWIW.
