Yes, the primary function of carrying is in fact to prevent fumbles. However the question is how often are you being tackled to give you a chance to cough the ball up? Unless you are a rushing QB that number should be pretty low assuming your line is decent. If that is the case you have to ask yourself if it is worth it to significantly increase a stat that may not even come into play in a lot of games?
If you O-line is really bad and you are getting sacked multiple times almost every game then it doesn't matter what you do you probably aren't going to win. You could spend points on carrying and maybe save a couple of turnovers over the course of a season but that's not really fixing the problem and those points could have been spent making your QB a bigger threat on ALL the other plays he isn't being sacked. You could even put points into turn shoulder and agility to help avoid the rush and get off a pass if you are really concerned about it.
Rushing QBs obviously have a bigger need for carrying, though their effectiveness is still debatable until the offense gets an overhaul and QBs have a wider selection of better runs plays to use. Most QBs are going to have a fair amount of strength too, and I wouldn't be surprised if that lowers their chance to fumble somewhat. That would decrease the importance of carrying even more if it is true even for scrambling QBs.
