Used it in game one this season under OC's instructions and athough my stats were good I threw 1 int and had 10 drops from the 38 accurate passes I threw. Threw 8 inclompletes on top of that so ended 28/46. QB level 16 with 3 level 15 WR's in a 13 capped league playing against a team 6 points lower on scouting with at best a couple of level 12 CB's. Expected more tbh and not sure if the long passing was the reason.

I wouldn't use it at level 16. QBs require a lot of stats to be high if they want to throw deep very well and at level 16 it is going to be pretty difficult to have all of them where they need to be. Medium passes are probably the way to go at that level, I know they made up the majority of my passes at that level. Hell, they still do at level 31.

Many medium pass plays will have a player that does run a relatively deep route and if he gets open then a good QB will probably throw him the ball. However, if he doesn't get open a QB set to favor long might still throw to him even if he has a better chance of hitting a more open receiver for 8-10 yards and a first down. That can really cause some problems if your QB decides to take a chance deep on 3rd and 6 a lot instead of looking for the easiest way to get a first down.

I prefer to let the big plays happen naturally and just keep moving the ball consistently. Snap the ball enough and eventually you will catch a break if your players are built well and your game plan is sound. I like to think that setting "Favor Long Passes: No" would be a lot like setting "Favor Easiest Passes: Yes"
