Has anyone played around with this? Does it force your offensive starters to play only if you're already going for it on 4th down, or would it force your starting offense onto the field for every 4th down effectively forcing you to go for it all the time?

No, it wouldn't force you to go for it all the time. It would ensure your starters are on the field for any 4th down you go for.
