I know, very basic question. My thought is that if I have one output for 30% and nothing else, that the AI will just do my basic settings for the other 70%?

No, it will do that one output all the time. Make another output with 70% chance, and put all settings to 'Use basic settings'.
Just in case you were wondering what happens if you go over 100%...it works out as a ratio. So if you have two outputs both at 100% it will do each of them half the time.
