vision and agility to the soft caps. to be honest i think those are more important for a SS than speed so if you might want to realign your equipment if it's skewed... also closing speed is amazing

train jumping - once it hits 20ish youll start seeing more diving tackles appear.

STR and Speed. Kind of slow for a lvl 24 SS, but everything is in balance. About 30 pts between speed and STR would help.

Edit: Updated the build after his leveling up to 25 and then boosting up to 28. Vision and Agility are now soft capped.

A drop in stats doesn't necessarily mean your SS "is not performing." It could mean the rest of the defense around you has gotten better. It could mean opposing offenses have gotten worse. It could mean your DC is running different defensive sets, or different tactics in particular games. It could mean lots of things.
What is more important, if you are serious about your guy, is watching lots of game film and asking yourself, "What is my guy *not* doing currently that he *should* be doing?" (Or, beyond that, "What is my guy not doing currently that I *wish* he would be doing?"
If he's missing tackles, buff up your tackling and strength. If he's getting close to getting tackles but guys just run by him at the end, buff up jumping and the Diving Tackle SA. If he seems slow to react to plays, buff up vision. If he is getting outrun in the open field, buff up speed. If he's missing lots of tackles on elusive RB's, train vision and agility. If he is decent at covering receivers but yet passes are getting completed on the guy you are covering despite your (apparently) good coverage, buff up jumping and the Swat Ball SA.
The only way to know how to make your player more effective is to analyze what things he is not effective at currently. And then buffing the stats & SA's that make you better at those things.
