I've gather that the skill doesn't stack, and that the sim will randomly pick on of the ILBs to roll the skill for.

What I'm wondering is, if there is only one ILB on the field with the skill, does it still randomse, or automatically pick the one with the skill?

It is random between the two ILB. IF only one ILB is on the field it uses that one.

I'm not really sure thats answering what I'm after.

Both ILBs slots are filled, but only one of those players has Defense General. Does it automatically go off that player, or does it still randomly roll? Basically determines whether one or both players need it.

It is random all the time in the 3-4. If you have an ILB without it and he gets randomly selected, you are out of luck for that play.

Pretty much, it's best to have both your ILB to have the same SP in Defensive General, so that you're gaining the same bonuses regardless of who is picked.
