Well, you can't calculate ROI on concessions, but if you know about what they run, you can add those into the expected revenue from the seats and use that for the ROI.

We have data for other teams with different stadium builds and support and have backed out the expected difference in concessions from there. At the end of the day, you should be getting $18 - $22 per seat regardless of your construction.
