D line general is uselss without the confidence to activate it

Where is it said that confidence activates D Line General? In the description it says higher ranks increases its frequency and bonus. Can you link where it is definitively shown that this SA is related to any stat?

Ie. let's say we have a guard with 7 in the SA "Run block" and 20 strength/20 blocking.
- Good luck with blocking against equal/higher level DTs! I believe that strength and blocking triggers that SA.

Just like a safety or a CB or even a WR with 7 in the SA "First step", good luck with only 15 speed/12 agility!
