No he wouldn't cover the TE because he is set up on the O-line. as for what he covers, it depends on what kind of coverage you are in.

Man - extra CB's would double up on WR's.
Zone - CB covers his area.

So in essence if you wanted to try and absolutely shut down the passing game of an opponenet your could run in the quarter and double up on the WR #1 and #2.

I would not suggest this!

if you run with the extra cb and do cover 3, the extra cb will be like another safety for the middle of the field. you will have a FS covering deep on weakside of field, cb covering deep middle, and SS covering deep strongside of field. It wont really double the TE unless he goes deep. If its short to midrange pass the cb will just come up to make the tackle if the lber misses him.

I dont have replays on hand but he is right/wrong depending on the WR # and how many CBs you bring out.
Quarter Cover 3 in a 2WR set puts CBs on the deep strong/weak sides of the field with the FS playing the middle 1/3. Might be helpful if your really overmatched but it sucks for the most part.
