Not necessarily. It shows as an incompletion if the WR doesn't have enough jumping, not a drop, so that's the WR's fault. Also doesn't take into account deflections, which could be from the WR bobbling or the QB not making a great throw, etc. Too many variables to just lay all incomps on the QB and all drops on the WR.
