And by 'scrambling', I mean a real, dual-threat scrambler, not a QB who is loaded up with Speed and only rushes and hands off the ball, but one who will actually (occasionally) take off and run on a designed passing play, where no receiver is open:

The reason I ask is, a few seasons ago I was able to get a dual-threat QB to at least occasionally tuck-and-run. Lately though, despite having tactics set to 'Often' for both 'Scramble Frequency' and 'Run Frequency', the past few seasons they seem to just sit in the pocket like lumps. It's almost as though they've been nerfed. Which would be a shame, because it forces what should otherwise be a viable and exciting archetype to choose between being either a pure rusher, or a pure passer.
