It's not like you are getting wealthy in real life by being cheap and not using them so go ahead and use them up.

Last season Sno forgot to set promos, and our day 1 support ticket to ask to please get promos never went anywhere.
I think it was clearly a disadvantage, but we made final-4 in CL.
As far as pure $ efficiency if you have the money, min player contracts and max season long promos (+nachos per game) is the most efficient $ per moral.

This gets into the murky world of finances.
#1 spend a sustainable amount. Ideally you're coming into Plateau with a surplus and a complete stadium.
Then spend your whole income. There's no print out button for saving it. It's just like BTs or any other resource, it's only valuable when you spend it.
#2 I'd look at a Game Summary page from a close loss. Find the dots that have the worst morale, and give them a contract that can boost up their baseline. It might turn close losses into close wins, which is the best you can hope for.
#3 Not every game will come down to a morale battle. Buy game day promos for the ones you think are going to be tight (which as you climb up the ranks will become all of them).
#4 if you have to make the choice, spend more on AWAY game promos (Transportation and Lodging) because you'll be facing game day promos from the other team. You can boost your Home games as needed.
