custom equipment aside, would a non-boosted dot eventually be on the same playing field as a fully boosted dot? Even if just for 1 season?

Well, technically, you could not boost for the first season, and still be somewhat competitive- then you boost at the end of the season, do all the boosts up to the end, and at that point you will be on an even playing field. Maybe you will be better for not having done those boosts until the end. You will have less VA though, I am sure of that.
As for the question you're actually asking, I'm not sure that it makes sense. Are you asking if fully boosted teams, due to age, will eventually decline to the level of an unboosted team? That will happen if they go long enough without retiring. So in a sense, you could take a non boosted team to Reg Pro #2 this season and be at an even playing field with some teams who in decline have already declined a precipitous amount...
You don't want to do that though. That is the graveyard of GLB. If you are creating dots and teams solely for the purpose of a league like that, you've given up on GLB. You might as well just watch a football game on TV at that point.
To answer the question I think you are asking, making an unboosted team will not solve your problem of having enough players to field a competitive team- it will make that problem way worse. You are infinitely better off using the flex you have to build fully boosted players, getting as many free agents as possible, and filling out the rest with CPUs, however many that may be, instead of making a greater number of useless unboosted players. Plus. creating boosted dots, you will still have made players who are useful and at some point if you can find enough free agents, there you go, you have a good team. If you don't boost the dots, you doom them to always suck. Its not advisable.
