More specifically. As beneficial to your end build.
I know low level dots wait until the end of the year to boost.
At what level does it stop mattering if I wait until the end of the season to boost as opposed to just boosting, say, right now.
I guess even more specific. I have a lvl 19 DE. Would it make a difference to my end build if I boosted him now, or should I wait until the end of the season to boost him?

Wait until your DE is lvl 22, then boost him to lvl 25. Next season boost him from lvl 32 to lvl 35 on day 0 (or earlier). This will get your the maximum veteran points, 72.
After that you can boost him whenever you want, without losing much value.

there is no magic time anymore
the way dots get better is to get in as much training per level as possible.
but there's other factors too,
most advocate boosting from 21 to 24 (or 22 to 25) to get VAs started ASAP
the following season, most advocate boosting early from 32 to 35 for the increase in VXP

It's also worth mentioning that the perfect time to boost, more often than not isn't the perfect time to spend your skill points.
From my experience, agents who are itching to boost early, also are itching to spend their SP as soon as they get them. And that again, more often than not, is a mistake. Those people tend to make several of these kind of cumulative build mistakes during the road to plateau, and their builds end up sucking.
