I understand that if you stack two 15% AEQ, the second one is halved to get 22.5% total. Does that same rule apply to CE? So is 15% plus 5%, 20% or 17.5%?

From highest to lowest of the same percentage equipment, each subsequent piece of equipment is given one half value of the previous. Example

You have:
15% pass quality
15% pass quality
15% pass quality
12% pass quality

Those become worth
15% or 1/1 of 15%
7.5% or 1/2 of 15%
3.75% or 1/4 of 15%
1.5% or 1/8 of 12%

For a total of in this case
27.75%
