Dunno why this never crossed my mind before but I think it could work and requires little effort from the GLB coding minds (or what's left of them).
#1, increase the length of the seasons and the number of games played.
Right now we play 16 game seasons. Increasing that to 18 or even 20 game seasons would accomplish 2 things. One would be LESS seasons needed. (confused?) If every season is 2 to 4 games longer then it would take less seasons for dots to play in until plateau is reached. Most likely an entire season. Second is that also Second would be less OFF season as well (less seasons = less off seasons of doing nothing). Overall, the amount of time it take to build a dot wouldn't change too much... but the FEELING that your dot is doing something RELEVANT would increase since you'd have one less 'off season' to deal with and longer build times during each season to work on your dots.
#2, of course, increasing the length of the seasons would also require increasing the length of Plateau before the start of decline. This addresses the complaints of those that really wish their dots would last at plateau longer.
It's not a huge change, but an easy one that address two issues without a need to recode the entire dot building process. The Issue of the feeling of TOO MUCH time spent doing nothing while waiting for the dots to grow and the desire of longer dot relevance once plateau is reached.
