Unless you're building PeeWee dots, this is a question you kinda shouldn't ask. Some have posted that complete concentration on your build plan is THE most important part of the lower levels and I totally agree. While winning is ALWAYS fun... selling out your builds to win at the lower levels is a waste of 2 things... a good dot concept and the money spent on those dots. Make a build plan... no matter WHAT anyone else says about that plan, STICK TO IT. I've built plenty of 'conventional' dots and am now building dots from different angles to see if I can tale what I've learned and find something 'interesting' or special... hopefully effective in ways that others might not yet have tried. Some of my build plans would get laughed at by 'conventional' builders... I could care less. I have a plan and I'm gonna see it through.
Whether or not you're building conventional or just trying something different, make a plan and stick to it until the very very end. Otherwise you're just wasting money and time and will be disappointed later when the things you do now to chase 'low level trophies' comes back to haunt you later.
As for the answer to your question, yes. Even SA's work at lower levels. I've built a lot of PeeWee dots and have learned though those builds how to; #1, get AEQ for a PeeWee dot... #2, that the build process is MUCH different if you wanna win down there... and, #3, that even small advantages (in skills) can be HUGE at those levels. And also Guppy is correct, Bort and Co. have 'adjusted' things so that beginning dots are bearable.
