My lvl 19 QB has a lot of passes dropped. Is this bc of the WRs catching ability? Will the QB tactics setting Bullet/Lofty help improve this?

you should go a bit more lofty because the WR doenst have the catching ability yet. so a bit of the 2 is your answer

Putting it more on lofty always helps. If you're dealing with human dots, you can just go more bullet later on in the season when the dots SHOULD be able to catch.
