I think the experienced teams and GM's already have in their mind what a good build is, and what they want. There seems to be more players looking for work then teams with needs. GLB2 doesn't allow the ownership of multiple teams, and it isn't really network/coach friendly. We finally just got a looking for staff folder on forums, so hopefully some better networks develop in the game. But ideally most teams load up rookie year, then fall apart as they go without the attention the team deserves. I'm a GM because I don't have time to coordinate, that's how much time I spend just GM'ing and roster management. I can jump in and help at any time, but having a dedicated GM is the way to go.
Your guy is lacking in some basic areas, and probably needs to retire and be restarted. That's just my opinion and probably why it's hard. There aren't many 'casual' teams at Vet looking to just add any WR to the roster. The competitive teams are looking for specific needs, and I dont think your guy will find much interest.
So don't quit, ask for advice on your WR, then re-make him. There's still a lot of verstaility in building. Not all WR's are the same. But they all need some basic stuff.

The short answer is probably, your dude is under 50% completion rate. I'd remake with some more heart, some snap reaction, give him a little carry awareness and grip. He is being tackled by level 25 strong safeties. I like hands over 70, more toughness, more footwork. I prefer a little run blocking too. (16-20 at least?)
