You can have as many GM's as you want, but there is a limit to the number of each type of GM that may be assigned per team:
Co Owner, Head Coach, OC, DC, CFO, ST Coach: 1
Asst OC, Asst DC: 2
Scout: 4
Recruiter: 4
GM: Unlimited
