I just started playing this game again for the first time in 5 years. I remember that it was always best to boost at the end of every season, I presume because this allows for maximum lvl gains. However, so far this season I have noticed that lvl 4's are getting the exact same amount of exp as lvl 1's. Is this just a low lvl thing? Is it best to just boost the lvl 1's into 4's right away instead of waiting until the end of the season? Sorry if this is an obvious question.

Jack is correct... when you first create a dot (ideally somewhere between Day 40 and Day 48), you want to wait until Day 48 to boost.
As for the rest of your dot's career, boosting on Day 48 every season is certainly the simplest build strategy and will result in a reasonably-efficient build. HOWEVER... there are boosting strategies that involve boosting early some seasons in order to take advantage of XP-gain changes and maximize Veterain Point gains. Everyone has their own favorite strategy, so consult with your own local build guru for more information. (Under NO circumstances should I be considered a build guru.)

Someone I know whose input I trust gave us this boosting guide that is pretty dang good. Some will argue against certain aspects of it but it's a handy little thing to have even if you don't follow it to the letter.

Since all dots hit level 79 as long as they don't miss boosts, boosting to get more or less XP only matters in the off season after your dot is 240 days old
then, it is best to use the VPB and also choose odd or even for game days and see which method gives you the most left over XP
before that, boost to maximize VP and boost when it supports your capping efforts based on ALG's and training rollovers
