How do I build a Scrambling QB? Like the QB's that are called in on QB rushing plays. Do I focus on speed? Or throwing?

If you're just going for a Pure Scrambler, your Main Attribute will be Agility. I'd say your Secondary Attr. would be Speed, Tertiary Attr. could be Carrying, and your Quaternary might be either Strength or Vision. You want Speed as a Scrambler, but Agility is a Major Attribute (receives .67 SP every time you level up until Level 21 I believe) and Speed is a Minor Attribute (only receives .25 SP). That's why I've seen some Scrambling QBs equipment into Speed but Agility is the main attribute.
I'm not an elite dotbuilder, but I guess I would go:
1. Agility
2. Speed
3. Carrying
4. Strength
5. Vision
6. Jumping?
7. Stamina

Haha, this is actually funny because I was looking at both Rush Hour's scrambler builds to see if I was giving good advice.

What if I the scramble is going to serve somewhat as a backup QB incase the pocket QB gets tired?

Then you'll lose more games. Get more stamina on your pocket QB to deal with that.

This. Using a rushing QB as a backup passing QB is a very bad idea.
A rushing QB should be a rushing QB. Period.
(Well... unless you're trying to build a "dual threat" QB, but that is very difficult to do and is a goal that has eluded many an elite dot-builder. It's been done correctly before, but only rarely, and I would urge you not to even try until you have a much stronger grasp on dot-building.)
