What is max level you can be to be signed on a rookie team in the beginging of the season

Really shouldn't matter. You should look for a team now, and if you find one they'll sign you around day 42. You shouldn't boost until day 48.
I believe as long as your dot is 0 days old you can sign though, I'm not too sure.

Rookie league is limited by age, not level. But (just as a reminder) PeeWee is limited by level.
