How does a team Pee Wee Silver team goes into a Pee Wee Gold Team?

I'm not 100% sure on this, but looking at it, I'd guess the Top 4 teams from each PW Silver league get promoted to Gold.
Just based on that:
4 PW Silver Leagues x 4 Teams Per League = 16 PW Silver Teams To Promote
32 Teams In a Conference - Bottom 8 Teams From Each PW Gold Conference = 16 Teams Left in PW Gold
16 Teams Left From PW Gold + 16 PW Silver Teams To Promote = 32 PW Gold Teams = Full League
So basically I'm looking at it as the worst 16 teams are getting demoted from PW Gold and the new 16 from the PW Silver leagues are replacing them.
