Mine haven't either. It might be the server running slowly. One of my level 18s just rolled over to 19 (18 before I clicked and the 19 after) while some haven't yet.
Looks like everything just finished up a bit late, but it did finish up. We had a memcache server have some sort of issue last night where it was responding very slowly or just refusing connections entirely; not entirely sure what the problem was. The server was kinda old anyway so I just completely replaced it. Just finished that process, and things look to be back to proper speed again.
