How do you initiate a private chat with someone without befriending them?

My Private Chat Availability Settings suggest otherwise.

You have to have them as a friend. If they're online it will show up on the little people symbol on your tool bar (Will have a green number in a circle). Just click on the two people and it will pull up a menu/list. There you will have a chat link. Just click on the chat link and you're good to go.

I used to be helpful all the time until "the incident" back in the day. Could you imagine had it not happened and I became mod? (I was about to be appointed mod before that happened) lol
